working with asp.net frame set

hello
i want to use the frame set control in my applicationn now lets what i do exactly in the my main form the header part and the right part of the form is same all other form in the application. i do this using frameset is it better way or any other control is used for this can me help

also tell me how the frame set is used and how your suggested control is used for this
i used visual studio 2003
